maybe i'm using the programming wrong, but it doesn't seem to be working.
I have a handset lifter, so I don't need to cancel my speaker yet and use headset mode. I do want to be able to answer away from my desk, and the phone not ringing is preventing that.

It sounds as though your set is told not to ring in the main programming.
When you pick up the phone it "goes off hook" on intercom thinking you want to make a call.
