Exactly, which in this case is the Asterisk.
The point I am making is that there are a number of ways of encoding the DTMF tones as data (common protocols being RFC2833, h245 signal or h245 alphanumeric).
Looking at the data leaving the IPGW card with a protocol analyser, none of these are being used, hence my enquiry here to see if anyone knows.
I think I have flogged this to death here, but I have a few other avenues to follow and will post back if anyone is interested.

The Aastra telephone will do both inband (to support panasonic) and out of band for Asterisk. Grandstream will not no this. I can't find a place to have asterisk do it. Found it in the phone.

With asterisk connected to TDA you can see that the TDA has no protection or security.
