I'm not familiar with the Intercept Routing, what happens when the EXT. programmed in DIL 1:1 (407-408) is busy.

you can put on call waiting on the telephone so it will ring again at same phone or you can do intercept to another extension 620-621 this will only work an intercept timer not busy. or you could do (busy/no answer) forward to another extension.
the dil 1:1 is normaly used to make a line ring as a private line at a extension or so the extension can forward the line to another extension. you could use 603-604 dil 1:n for incoming calls and have delay ringing at other extensions plus the line button will flash at all phones allowing them to pick up the line by pressing the button
