Thanks for all the input. I really do want to move it back to jacks 2 and 3 but right now we've got it working on jacks 27 and 28.
The grounding issue is a good tip, I'll check the connections. I read the recommendation to use ports 1-16 on another post somewhere but no explanation was provided.
It will pick up now on DIL 1:1 in night mode but it will not pick up DIL 1:N delayed four rings in day mode. I'm using program 603 to set jacks 27 and 28 to 4 rings. It will work IRNA intercept to 165 though.

you must use trunk group IRNA in day mode for delay to the voicemail. the voicemail does not look at dil 1:N settings once you enable dpits integration in prg 117,
(the voicmail ignores the settings in 603- it only looks at IRNA and DIL 1:1 if you set up prog 117.)
