The customers voicemail greetings are recorded, but when it rings no answer the message that plays is " to leave a message press 1..."

Is the call coming through the AA. if yes it is returning to VM on its timer, you need to setup fwd busy/no-answer on the telephone to VM

The call forwarding to voicemail is in place and the light is blinking. I have it going CFBNA to 165 or voicemail.

Are you sure it is set as you say.
If you press the fwd/dnd button what does it say in the display?
If no display, put one on it just to see what it shows.
There are a couple of mailbox settings that may not be set properly.
The easiest way is to delete that mailbox and rebuild it.

After triple checking that all the settings were correct, I deleted the mailbox and recreated using the same settings and it worked.... Who knows?
