I have a KX-TA824 phone system that I am installing, along with KX-TS3282b phones.

I have installed a few of these before and havn't run into this problem, But first, I installed it and did the "quick" set-up via the usb port and a computer, and set up the phones corectly "Putting in the time and date & assigning ext numbers.

The issue is, when I hit "line 1" I get a odd tone like a "Brrrrrr" (can't really describe it) tone, and I cannot make a call out. And on line 2 I get a blank sound with almost a static-like click in the background, and I can't make a call.
I can receive calls, but cannot place calls.
And coming out of my D-mark I have good dial-tone. And when the system is turned off I can make calls out on the phones (I'm assuming when there is no power the system redirects the CO) So I know the phones are good and the CO is good.

I called Panasonic and they said I had a faulty unit, so I had it replaced. and its doing the same thing, I doubt that I have 2 bad units in a row.

Any help would be great thanks!

Maybe it does "brrrrrr" cause it's cold in Alaska? lol Sorry.
The problem may be that the Panasonic 3282 is a stand-alone 2-line telephone, and if it is connected to a port on the 824- pair one is the audio of the port, but the phone thinks its line 1,,, and pair two of the port, the data, thinks it is line two. I would think you would be better off with an analogue proprietary phone like a 7731.

The brrr sound you're hearing might be intercom tone from the 824 phone system. Try dialing a 9 and see if you get dial tone.

The phones you have are considered "single line phones" and are not designed to fully integrate with a phone system. Like Ictelco said, you should invest in a few kx-t77xx model phones (or less expensive, outdated 7000 models)to get full use out of your phone system. With these phones you'll be able to see line 1 & 2 and easily access them, put them on hold, transfer etc...

I figured out that the "brrr" was inside dial-tone.

But as far as the "date & audio" that sounds like the issue, so i'm getting a PT and we'll see how that works.
