If you have both DISA and the TVA-50, what are you trying to do? DISA can answer the calls on the first ring, play a message, and ring a calling group. The problem is DISA has to wait for some instruction from the caller or a timeout, which is controlled in 6.2.
Fax detection also will control how it behaves. If it's turned on, try changing the DISA ringback tone to MOH and test it. It could be that the outside party is hearing the fake RBT.
Once you work out your incoming ringing, then put the VM on the VM extensions and dial then directly to make sure it answers on the first ring.
