Well this is pretty standard behavior for just about any system with IN-BAND integration.
You usually usually have a choice, when VM ports are full, either overflow to xx destination, Operator etc or wait for next available port. I know the 1232 did this on IN-BAND but it's been about 8 years since I got rid of them. Did you say you were using the windows tool? I think there were problems with that. Use the DOS tool or the phone interface. There are several other parameters to monkey around with. I would only trust DOS tool or phone.
With blind transfer and Trunk Supervision 4 ports can handle a lot.
Just sell them a TVA, it has trunk supervision.
Very cheap for four ports, cheap to go six, they gain lots of features. On the real cheap a TVS125.

What about intercept routing to an extention always forwarded to vm? If you have 2 extra xdp slt ports you might be able to send Company A to one and Company B to the other.

With inband I think Company A will end in the box of the forwarded extension and Company B will go into the other.

I think I did this on a real early pre dpits 1232 setup. I think I used something like ext 100 and 200 for the extensions just to keep it simple.

Expand the CTL of go TVA or 125 if you can't get it to work. Wasting money on CTL not good.
Just tell customer they have outgrown it and be done with.

The owner is far too cheap to buy anything. He doesn't worry about nickles and dimes, percentages of pennies call to him. He complains, but will probably live with it for now if it costs anything. I guess with other clients, I've always had a good balance of traffic as I hadn't noticed it as an issue before. It just seems odd that you can IR a trunk to an endstate that nothing can access.

I'll try the CF off an extension next visit, but expect to get the same result. Heck maybe set line 3 for a 6 ring delay to give the other ports time to release?

Next lifetime I wanna be a plumber. They can always see where the S"!^ goes.

Is your Intercept routing set to VM pilot Day and Nite? What is intercept timer set for?
You could also put DSS keys on his phone and the Recpt for each port, and they can see how often the calls are not being handled. Unanswered calls are lost business.
Try this also, call vm Pilot when busy you get busy signal, dial 1 and see what happens. I did this on Amandas for off hook ringing. (3 digit ext Pause 1) Maybe this will activate the Que.
