Here is the situation:
624 with a 7736 and a panasonic SLT on the same jack. Everything was OK until one day I noticed that the line in use LED on the SLT was on and the keypad on the 7736 was lighted. Both phones ring when a call comes in but the SLT does not have dial tone when trying to call out. The 7736 gives me the "there is a message waiting tone" but I can call out. If I unplug the 7736 the line in use LED goes out and I get dial tone, if I plug another proprietary phone the LED comes back on.
Tried turning the 624 off and on again, that did not help Moved 7736 and SLT to a different jack and everything works again
Is this symptomatic of some setting that got set by mistake or is it a malfunction of the jack?

Try clearing the port....this requires resetting the port...it would clear all call forwarding, etc.

Yes, that did it, thank you. I was looking at the options in the install manual and did not bother to look in the user manual
