Are you saying that it is the dynamic VOIP lines that are causing the problem? We can switch to standard T1 channels or even POTS if we have to, but I hate to take the client through it unnecessarily.

The trouble with 1: "DYNAMIC", AND 2: VOIP, has been 'panned' and dis-CUSSED in several different forums. I'd suggest that you do site-wide searches on each, read the comments and experiences and make your own decision(s). The information is here and you are welcome to download it and give it to the client, with sources so he doesn't think it's an attempt to shift fault off your shoulders and onto others. The problems can often be corrected, if you can get co-operation from the carrier(s) involved, but they often (Translates to almost always) come back after a year or 2, sometimes MUCH sooner!

I'm getting a PRI instead of VOIP, but I noticed something that might be related:
There is a low, quiet hiss when accessing a CO through the phone system.
- The hiss does not show up at the DMARC, the 66 block going to the CO cards or on intercom calls.
- It does show up on the 66 block coming from both EXT cards.
- I ran a test cable from the block to the CO card and the hiss is still there.
- There are two CO cards (LCOT8) and the hiss is on both of them.

Yep- That took care of the hiss...
The low DTMF tone problem is resolved.
I sent a nastygram to my sales rep and asked to have the guy who installed the circuit get in touch with me. He was the only person I had talked to that actually seemed to know what he was doing. As soon as the rep told him what the problem was he said that he had seen it before and that they needed to swap out the Adtran gear for Cisco. He came out, made the swap and all is well!
