How many channels you using? Are the unused channels marked No Connection?
Try 9 for reference line, that is default. Only the reference line in the chosen group?

You never answered the question, Can you dial 9 or 88 on a Digital set and get a line?
You might also check Flexible Numbering, see if 9 and 8 is in there, 9 for local call , 8 for TRG call. And put them in group 1, why dial 88 when 9 will suffice?

Port being used?
Not the question. Question was (asked by 3 people) Can you get dial up access at any digital phone?
Dial up meaning press Intercom 9 or 88, not pressing a line key with channel assigned.
