I have a customer with CO 1 and 2 that are digital Centrex lines and need to dial 9 for completing outside calls. Recently added a VoIP line for CO 3 that is working and does not need to dial 9, but they have to dial all 10 digits for the call to complete on this line. If I can program the system so CO 1 and 2 do the 9 automatically, then they could just dial all 10 digits for any call on any CO and the call should be completed.
I saw the PBX screen and tried a few settings for the first 2 CO's but it did not work.

use lcr/ars to add 9 on line 1 and 2

ARS only works on the fork-lift option, Ken :-)
The PBX screen is used for toll restriction where it knows you need to dial "9" for the centrex and then it can look for illegal numbers for toll restriction.
You either need to upgrade the TA-824, or just let the customer deal with it. The idea being they have to dial 83 to get line 3 and double 9 to use lines 1&2 or know to dial "9" if they pic 1&2 and not dial "9" if they pick line 3.
Geeze, it's an entry level box.

Can't you program a one touch speed dial key with the 81,82,83 etc.,9,9 and then dial the 10 digit number??

Sorry for not being familiar with the 824...but why is it so that one must dial "9" on lines one and 2 but not line 3? Is this a carrier issue or something in the system programming for lines 1 and 2 and then 3-8?

Per the OP, lines 1 & 2 are Centrex; line 3 is not.

Got it, missed the Centrex part. Any chance of getting the VoIP carrier to make it so in their switch?

Carl, I said ARS (automatic route selection ) not TRS (unless ta824 does not have this option)
Just set ars for all co's then in authorisation code add 9 for line 3

As far as I know there is no ARS on the TA824.
