Reading the manual a little further... I noticed that the MPD card had 4 ports for CO trunks (on our 8/18 box) Why would you need a CHL (or COL) card if the mpd card took care of this for you?
Mabye Telrad just wanted more money?
Mabye not....

Look at it as we do here in the lightning capital of the US. A CHL is alot less to replace than a MPD. Amd your system can operate without a CHL but not so without the MPD. But more than likely the system you bought came from a company that had more than the 4 lines i.e. 8x18.
