I am trying to figure out how to allow the * and the # DTMF to be sent to the central office for a digital telephone. Please help

I think pressing * twice gives a *, & *# gives a #.

I don't mean to correct you but I think you grab a co line dial your number then * and #. You need to program (SDS) and (RDL) to the set for * # to work all the time.
