Program 40 ... The Co lines. When checked, does this say the port can access this line to make a call, or that the line is available for incoming and outgoing at that phone.

What I need to do is:
Have CO 25 ring at the main console in the daytime (Prog 81) and ring at extension 374 at night (prog 87). Do I need program 40? It shows all lines but the bosses private lines and another private line checked. All other lines should not be available at all ports.

Program 40 gives access to that port for inbound and outbound calls. You can have a CO line programmed to ring a station, but if that station does not have access in Prog. 40, then he cannot answer the call.

Example: if the boss's line is line 25, then you have to give him access in Prg. 40. and 41.

You can program this line to be answered at 200 (allow in Prg 40), but she cannot push the button to access for outgoing (led off in Prg. 41)

Yes, Program 40 allows for both incoming and outgoing lines to a particular extension. But if you only need that extension to receive incoming calls, then you would have to use Program 41.

I like to use this program more of then than I use Program 16 (Automatic line selection) where the customer has a lot of departments using different CO lines
