PDN #604 Enter the extension number followed by the speed dial key followed by the amount of time in seconds before it will transfer.

604 is Busy/No Answer

So if a call is busy or there is no answer after the specified time it will forward to the voicemail port.

#604 XX (Speed Dial Key) YY

Where XX is the extension number
Where YY is the amount of time in seconds before a transfer.
