There has got to be a way to make an CTX pick up highest co instead of the lowest co. Is there anyone that has figured this out?

set the hunt order in eManager here: Adv. Config; Trunk; Assignments; Basic; Hunt Order (i think also referenced as Prog 300, FB12 (?)).
set the highest CO for the OLG as 1, next as 2, etc.

For offhook pref, rearrange the COs buttons from highest CO number at the bottom, closest to the PDN. That's the only way I know.

Newtecky is right, that's the only way to do it. Also the only answer Toshiba tech support has.
