Thank you so much for all your help! Now it works!
Phonemeister, i went into the DCOMCNFG.EXE and i saw that i was not able to go into his computer's properties ( which i am supposed to be able to do even remotely in order to enable his DCOM on windows ).
I went into the Ole key in the registry (Local Machine\Software\Microsoft\Ole and saw that he did not have the EnableDCOM string there at all like everyone else. So i added the string in the OLE key and put the value to Y ( since that enables it, N would disable it ).
When i sent him a voicemail it gave me an error to configure the username and password correctly. When i retyped his security code only in the stratagy configuration in outlook and restarted outlook, i sent another voicemail and he was finally able to open it up and listen to it no problem.
So it was the DCOM that was non-existent.

You may find that antivirus programs and Microsoft security updates may disable the DCOM as a security precaution since the blaster worm scare. Glad to see you got it working though.

yeah it could be, although what boggles my mind is that all computers do update at the same time and none of them had this problem.
Nevertheless i'm happy that everything works!
