If you can hot dial from the keypad, it's a CTX/CIX.
The 656 and 657 codes don't have an effect on whether the voicemail lights the mw lamp or not.
Have you tried to kill your mailbox and re-create it?

Please explain in full and exacting detail why you are unable to go over to the Toshiba system and report back to us the specific nomenclature (words) on the control unit that will tell the people who are trying to help you for free just what system you have there.
