We have just installed IPT 2020 phones and we are getting complaints that the default handset volume is to low for some people. I was wondering if there is a way to raise the default volume on each individual phone so they don't have to turn it up for every call or if it has to be done in the PAD table?

Pad table is the easiest way.

I tried raising the volume with the PAD table but then I get complaints that it's too loud for some people and then there is an echo. Is there any way to do it on the phone?

Its too late (early in the morning) to go look this up now, but I believe you can set handset volume for individual phones as a option under the station programming for each phone.
Plug in the laptop and peek.

You could also put the phones that need more volume in a pad group and adjust the volume of that group.

Does anyone have any kind of website or tutorial that show what the pad table values mean? I've been making adjustments for users complaining of loud calls, but I have no idea what I'm doing in there, so nothing is working.
Thanks in advance and sorry for being a n00b, but we all gotta start somewhere and I've inherited this garbage Toshiba system.

If you're using winadmin, a positive value increases volume and negative decreases volume, from -15 to +6. eManager decided to reverse this, positive value lowers volume.
In the pad table, find the sender device on the left (DKT, analog trunk...) and the receiver device on the top. The number where those two meet is the volume setting for that path. You can have different values for each direction, such as analog trunk to DKT +6 and DKT to analog trunk -3.

Ok - let me rephrase this: I know nothing about phones. What does DKT, analog trunk, etc mean? I mean, I understand the difference between analog and digital, but still don't know what a trunk is. Does anyone have a site or somewhere where I can learn the basics of a phone system? I went to school for network administration, they taught us nothing about phones! I am using e-manager and we have DKT-3210-SD phones. The main complaint is loudness and echo but no matter what I do to the pad tables (or so it seems) nothing seems to reduce the volume. Of course, I have no idea which are the right values to adjust. Thanks for your answer, I'm not ingrateful - just very frustrated!

The folks that moderate this board have normally been in this business for years, have invested lots of time in schools, and most don't take kindly to someone who wants or needs to take shortcuts in the performance of what should be a professional's job. Not to make you angry, or anything, but put the shoe on the other foot, and see where you are.

Hey, I totally understand and agree with you. I'm just trying to take care of my responsibilities with no knowledge of how to do so - I'm sure you can understand my frustration as well. I'd call in the professionals if they didn't charge us $100 per hour each visit!
