After every P91-1, 91-9 and P03 you have to switch the system off for 20 seconds before powering it back up again. This is called Power Recycle.

The code is 21 for P03 for the PEKU card. And if you have a HDSS console, then the code would be 23 instead.

Check that switch for the port 007 in (any PEKU card) is not set to DSS but to EKT as well. And if all ports are still the same, try the second PEKU card.

And if there is no change in the problem........ Oh-oh.
