Sounds like that voicemail has an option to ring the phone once every x minutes for a message waiting indicator. Look in the voicemail setup or mailbox notification for that option.

All but 1 of the analog cards is a RSTU3. One is an RSTU2.
The only noise I hear from the phone system is the clicking of incomping calls.
Program 35 LED 3 is on. So is LED 4 which is Message waiting RCV.

Okay, this is what I think is going on, the DK (set) is programmed to receive MWI, the RSTU supports MWI on the set. The VM send the mwi notification to the set, the set rings once (half ring), MWI lights.
The user does not log into the mb to stop the notification, the vm sends another notification 5 minutes later, the user receives another half ring.
The issue is that the RSTU sends just enough current to light the light but not enough to trip the ringer, in some cases it will trip the ringer every time the MWI on the set flashes.
Replace the SLT phone
