Stub-up is conduit bent 90 degrees
MUTOA is a dense outlet that provides jacks of various types to multiple user stations. I've seen such outlets with as many as 12 jacks.
Can be used when user stations are clustered together.

Telecommunication outlet with conduit stub-up
The electrical contractor installs a 4" box, with a single-gang mudring, and runs a conduit from the box to the accessible ceiling space. The telecom installer can then run his wire after the drywall is complete, and not have to fish the wall. Also makes future changes possible.

Multi-User Terminal Outlet Assembly
"MUTOA" - Generic term for an outlet with a bunch of outlets, usually put in a central area of a cubicle area, so everyone can run their line cords from their cube to the MUTOA.

Thank you for the replies, I tried calling my local telecoms equipment distributer to find out what these items were and they did not know themselves.
