is there a way to intercom between to diffrent sites both having ctx 28 toshiba systems???
any and all help is appreciated.

If you're talking about the ability of one site with a CTX28 to dial an extension number and ring a remote site that's using CTX28, then I would say no. The CTX28 does not do networking or tie lines.
