The BIPU-Q required a Qsig license, but the BIPU-M used the same port licenses as DKT and SLT ports. Cyber_Indian, it's been 9 days since you first posted your problem. You most likely would have had an answer in an hour or two if a Toshiba dealer had a look at it.

If I could fix problems from my chair at home I wouldn't need to leave the house to go to work. If I was on site I could see what's going on AND be able to call Toshiba's technical support. That's where your local dealer comes in.

"Disabled By Fault" looks like the card isn't communicating to the CTX, as was mentioned. If you have propery assigned the card in Card Assignments, then it's likely the BIPU is not working correctly.
You did not say that the Heartbeat light is flashing, just the ethernet port LEDs. There is an LED that will flash constantly if the card is working properly. That one is on the board under the ethernet port.
If a Toshba tech was onsite, they could try a few things such as plugging into the maintainance port and checking the boot process, updating the firmware, checking the programming, and calling tech support while onsite. Not likely anyone could do all those steps very effectly thru a message board system like this.
From reading phonemeister's other posts, I'd be pretty confident that he could fix it onsite if anyone could.

Thanks The best answer was given 10 days ago by 2 experts on Toshiba, Steve and Bob. Newtecky re-iterated the same thing; a dealer who is on site would best serve you for this problem. What is the heart beat light going to tell you what you don't already know?

I've got the Firmware, but now the eManager doesn't let me Flash because it's BIPU is not "disabled" but is "disabled by fault".
and there is no heartbeat and the console shows:

If it won't let you update because the card is disabled, I think you're out of luck.
