NO.
How do you do it? Old DK was easy. CTX seems to have 6-7 programs for this feature!

I think it is pretty easy on the CIX also. Do you use CTX Winadmin or EManager? I would be difficult if not.
Dest Restrictons, Prg 530, DRL 1 you should leave alone. Use DRL 2 and change to an Allow table, and leave empty (Allow nothing). Then on DRL table 3, change to an allow table and add "NXX" for local calls only.
Now in the station assignments Prg 200, change FB 05, DRL, to number 2 for the totally resticted phone, and DRL 3 for the local only phone.
Almost done. If you dial 9 for LCR, it is automatic. If you use COs with line appearances, you need to go to the trunks OLG, prg 306, and enable DRL in FB14.
You can also remove LCR access in Class of Service, but DRL should take care of what you need.

True, but I was able to figure DRL out pretty quickly. LCR tables took longer for me.
After forgeting to enable DRL in the OLG once before, I won't soon forget that step.
