I'll be honest and upfront, I am not a Toshiba guy. But I have an account that has a bunch of different locations with various phone systems and I can take care of them all, except these darn Toshiba's. So if anyone can help me out, that would be great. Here's the issue...
One of the branches has a Toshiba Strata DK280. They are unable to dial 911 out on any of the phones except for the managers phone. When you dial it, as soon as you hit the 2nd 1 it say Dial Restricted. Any thoughts?

Program 48 toll restriction and 46 2-4. Time to get the program book out.

Thanks for the help, unfortunately I don't have a program book. Toshiba does not seem to like to make it easy on me.
