FOR EXAMPLE ONE SET OF EXTENSIONS (VIPS) CAN ACCESS ALL EXTENSIONS BUT NORMAL EXTENSIONS SHOULD NOT CALL VIPS EXTENSIONS

Phonemeister answered your question on a different post. You can not block extensions from calling other extensions.
You can have a DND button which will block everyone.
I am not sure about a Do Not Disturb for analog extions.

Program 39 and the code for the DND key is a 498.
