Is there such a thing with the Stratagy or is it just mwi problems?

The short answer is "no" there is no such thing as delayed messages. "Delayed messages" are usually caused by someone skipping a message unknowingly. The next time they get a new message, the skipped one shows up as well.

Exit Stratagy, go to a dos prompt, go to the Stratagy directory. Erase the file stratagy.log, reboot.

Are they delayed messages or is the stratagy time and date incorrect so message timestamps are incorrect and making people think messages are delayed

Also to add I have seen delayed lighting of message waiting lites. That a message left at 2pm doesn't light the lamp on the phone until 3pm or a different time. This is usually attributed to the lamp on/ lamp off process of the Stratagy.
