So quick question,
Ext. 219 is set up in system programming on a cix 100 and its version 5.something we have extra ip lisences (we use 6 ip phones and have one extra lisence) So the other day i set 219 up on the Soft IPT (Version 2.2) typed in the right passwords and everything and it said something to the effect of cant register. but it looks like it is finding the systen. do you have to have a speacial or extra lisence for the Soft IPT phone

I think IP lisc are seperate from other port lisc, but I'll verify later.

yes you need a soft ipt lisence along with an ip lisence
