I have a customer with a 424 system and has an IVP8 Voice mail installed. The situation is that the phones have call fwd busy / no answer on. The customer is on a call from outside co line and another is transferred from the attendant or an inside station calls ,they get about four audible rings at their phone then it goes to vmail. they assumed that it should have gone directly to their box when they were busy on the line. They find the ringing intrusive. any Ideas Thanks in advance.

Each phone is a 2020 and we used the extra keys for a simple busy visual assigning direct station buttons. there were direct buttons that were duplicates of the same users phones , so i went into programming and changed each phone to not have a duplicate appearance. I then called into the attendant and she transferred my call to the station and then she had another call transferred to the same ext. her intercom light lit and rang about 4 ring then to her Vmail box.
P10-2 CF Override pertains to the DSS console. P35 has the camp-on ring (LED 19 I think), but that was mainly designed for vmail ports. The key is being on another outside line, that leaves your PDN 'idle' which is why you are getting the camp-on ring. Try making the PDN busy and call the station, see if your call fwd's to vmail. There was a software version that had this, unfortunately I don't recall what I did to stop it.
First Thanks for your collective responses much appreciated. I tried all your approaches with no good results. I knew it was something tied to the busy no answer feature. I then went into the documentation and really got in it. found some small reference to the interaction of program 10-1 tone first or voice first option. I had it set to tone first, which interfered with the v mail busy / no answer forward feature. as soon as i turned off then things were OK. I hope some else can benefit from this info. Thanks again TC
