Same scenario. DSL comes to you on CAT nothing and will work about 3 miles from the source.

I would put a 450ft piece of cat3 cable in between the current dmark (the proper line of course) and the existing dsl modem. This would just be a 450ft coil added to the current mix. Ask the geek if he is getting dsl sync. When he says sure, it's fine show him the 450ft bridge clip. Then stick it.............................................................................
back in the truck.

John, it seems to me like like you need to assert yourself and make it clear to the owner in no uncertain terms that YOU will handle the telecom issues on this job. You will not tolerate any interference from IT people. You don't tell them how to install their computers, they have no business telling you how to install your wiring.
I think if more of us in this business dragged the geeks out back and smacked them around when they step on our toes we wouldn't have half the problems we have with them.

Not to mention that DSL doesn't even require the entire pair to function. It just uses one side of the pair to act as a "conduit" to ride along. That is the prime reason for distance limitations for DSL since induced AC interference is what kills it.
Don't believe me? Disconnect one side of a working line with DSL on it and see if it still works. I think that you will be surprised.
