So the following response from my dealer is not true?
1. Toshiba matches all Serial Numbers. When I would go to generate the license it would ask for the serial number and then show that **** doesn’t own that serial number. They will not let me download the license.
2. It is against our Dealership contract to purchase licenses for equipment that was not purchased from a Toshiba Dealer.

#1. The serial number that is required to generate a license is the S/N of the processor, not the phone. The processor serial number has to be registered to that dealer.
You can purchase the license from your Toshiba dealer and use whatever IPT phone you want. You just have to make sure it is compatible with the IP card in the system.
#2. True, again for the processor serial number. He cannot generate a license for a processor whose serial number is registered to another dealer.
