Is there a procedure to backup the licenses installed on the system in the event of a hardware failure or system wipe? Is that information included in the CIX Data Backup via eManager?
I understand the dealer should have the codes or the ability to recover them from Toshiba, but that's not enough peace of mind for me.

Have your dealer send you the latest upgraded license code via an email. But in the event that the processor is replaced, you will need a new license code generated for the new processor because the license codes are specific to the processor's serial number.
