i had the same problem in so cal. found out that some one had a butt set and was making call from the box on the street. word was that he was charging people to mak call any where thay wanted. they staked out the box that is how they caught him. it took about 2 wks.

Thanks for everyone's response. Had the local telco come do a site check to ensure we are secure and everything checked out. Telco tech went to check where our lines traced to and it was not to the outside CO. It actually went through the building across the street but no definitive answers from the investigation. All the telco told me was that they were weak in trying to find these problems and to ask for a bll adjustment.

I had a cable splicer in Knoxville run up thousands of dollars in charges by using the terminal on the back of the Waffle House. Turned out the trunks belonged to a hospital, pairs were just passing thru terminal.This guy would stop anywhere and get in a ped to make long distance calls back in the day when they cost something to make.
