Sorry if there are holes in my explanation. I'm posting this for one of our techs, who was actually working on this.
I'm told this is an STS with flash in-skin voicemail. Customer took over the system when they moved into the building. Our tech defaulted the system, but wasn't sure about defaulting voicemail. He's finding some odd things in voicemail, such as many boxes and options just pointing to the operator. If defaulting the voicemail is possible, that would probably be my first choice, as this next problem may be resolved by doing so.
The biggest remaining problem is that he can't get MWL to work with message activity. Is there something that has to be programmed at each phone, in order for this to work correctly, or is there something to look for in voicemail?

It would be best to go ahead and default the voice-mail. It may fix several problems. He just needs to plug his laptop in to the serial port on the vm card. Option 13 defaults the system.
Which light is he considering the MWL light? The one by the MSG button, or the light on top of the display?
MSG button LED should come on without any additional programming. The large LED on the display can be programmed for several different options in Station Programming, Page B, button 15.

VM programming from the laptop done from Procomm/Hyperterminal, or some other program?

5Years, Defaulting should do the trick. Does the voicemail have a mailbox and extension in programming? If no extension it will not light the lamps.
