I have an analog 6 port dispatch that has a fast busy on one of its ports. oes this indicate a bad port. Its not a normal busy its a fast busy.

Did you get a fast busy with nothing connected to the port ? Can you make and receive calls with a test set from the port in question ? If so, you know the port is good. The Voice mail may just need to be rebooted. Honestly you haven't given enough information to diagnose properly. Maybe you could try switching with another known working port to see if the problem follows the station or the vm port.

That port's extension may have been accidentally set for off-hook preference to an invalid code. You might want to try going off hook on that port and dialing 691+00 to see if that has any effect.

If I go to another voice mail port and dial that port the port gives a fast busy tone. If I try to connect to that port I get no system tone, I get a fast busy tone.

Ahh, that makes a big difference. Is this analog voice mail on a Vodavi phone system? I failed to ask that question previously.
If so, you should try going into system programming under flash 50, page B, button 1 for this particular port and re-identify it as an SLT. Once you do this and reset the system, any previous conditions will be released.
