I hane been repunching wires changing extensions and handsets like crazy trying to get rid of line noise. Does anyone know of anything I can do or add to the noisy lines to clear up the noise. It is sometimes a buzzing and sometimes a hum. I appreciate any pointers on this matter.

That sounds like an issue with the local dial tone provider, especially if it varies as you have indicated. Do you have a means to isolate the lines from the system to see if the noise is present on them with the system removed from the equation?

If the the noise is on the lines only, then more than likely you have eliminated station cable and keyset.
It is a matter of of getting in front of the KSU and go from there with you testing,as ED indicated

Thank you I will remove the lines from the system and see if they still have noise. If it does not have noise, is there anything I can add to them to reduce the noise? Thank you EV607797 and STSE for your replies to my questions. I really appreciate it more than you know.

It isn't likely that the noise will be from within the system. Generally, those situations result in more consistent noise. I've got a dollar riding on the fact that the noise is coming from outside.
Yes, there are some devices available that will help clean up issues like AC hum and AM radio interference, but I wouldn't spend the money on them until I've ruled out the lines themselves.
