Have a XTSip system with a T11B card installed, is this card strictly a T1 card or can it use a PRI?

It depends on the card. If the telco connection is a db 15 pin connector no..it is strickly one or the other. If the telco connector is an 8 pin RJ45 type jack on the card than it is a combo card and can be set to be either a T1 or PRI. There is a dip switch on the card that selects what the card will be.
