I am trying to test these P-18 phones out on a Walker Poet (BSU) Basic Service Unit and the buttons are just lighting up but not programming.

What system does the P-18 phones work on?

You have to program the Walker Poets and Marathon systems from the programming port, there is very little end user programming that can be done and very few features on the system. The P-18 sets work on the Poets only, they do not work on the Marathon. Two pair extensions, polarity must be observed between pairs. Hold down a button when plugging in a set to force a registration and test all leds.
