how can i call Time Warner when the phones don't work? I can't dial out or receive calls

Do what I did 10 years ago with Bell when I had NDT -
  1. Call from a Neighbor
  2. Call from Work first thing next morning

These days add,
  1. Call from Cell Phone
  2. file online trouble ticket
    </font><ol type="a">
  3. from home computer if DSL or Cable internet is still active
  4. from work or library or internet cafe

</ol><font size="2" face="Verdana, Arial">Not to sound sarcastic, but "how do I call for service if the phone is dead" is hardly a new problem.
