What was the requirement for NEC IPS earth reading?? below how many ohm? I got 1 IPS system, the CPU can function, but only PIM 0 & 1, PIM 2,3,4,5 not function, even the CP-15 card also not blinking. i suspect the CPU build in cp-15 is out, but what cause that problem??? i check the earthing is 3.3ohm, all the extention and power line is protected by arrestor.

Have you added the non working pims yourself or is this a second hand piece of kit? you need to check the software to see how many Pims are enabled. Command F87 de 01 de will tell you how many Pims are enabled.

I seriously doubt the earth has anything to do with it.
