Also, if I read the manuals right, dipswitches 1 and 3 need to be on (right) for the serial port to work.

Finally, here's what the problem was, first of all i'am using a flash disk so i had to change the position on jumper J7, nowhere in any of the programming did i find the answer to that problem. next for some reason or another the com 1 port on my laptop wasn't working, so i used a usb to db9 serial cable and was up and programming in no time, i also didn't need to change any of the dip switches, and yes i running 57600 baud and everything worked fine thanks everyone for all your help.
