We recently moved this system from one building to another. All went well except we now have extension 316 giving us the system startup in progress message. Other extensions on the same card appear to be working normally.
We have hooked another phone set directly to the punchdown block for extension 316 with the same result.
Can someone point me at something I should look for? One thing I didn't try (duh) was to reverse the polarity. Could this cause this problem? Do I possibly have a bad port on the card?

Reversing the polarity is a good start. If that doesn't work do you have a 2nd station card in the switch to rotate?

The i-series phone seem to give the "Startup in Progress..." message anytime the phone gets power, but can't talk to the switch. From what I can tell, it's a kind of idiot light that has nothing to do with the system booting.

Well, I finally figured it out. Another company pulled the CAT3 and CAT5 wiring in this new building. Come to find out, the BLU/WH pair was shorted to all the other pairs in that cable, AND probably skinned over a metal stud, thus grounding it as well.
Had the company re-string a wire to the punchdown block. Problem solved.
