I have a customer that needs to restrict the ability to dial 911. (Patients are calling the police...all the time)
But they also need to be allowed to call local exchanged.

You and your customer may want to research local, state, and federal mandates in regards to public access to 911 dialing prior to proceeding with the programming change...just to be on the safe side. :read: :thumb:

I might be wrong but I believe you cannot restrict 911 on the IPK II. This sytem when 911 is dialed and all lines are busy will force drop one of the lines to give 911 call the priority.

This would be illegal to do over here but is technically possible atleast on our IPKII's.

Emergency numbers by default are in the common permit table. Any number here will override all other barrings in other tables.
All phones by default are following toll restriction class 2, which has the common permit table defined. You need to remove the emergency number from the common permit then add the number to a deny table that applies to the toll restrict class you have, blah blah.
Note this may not be correct for USA firmware.

21-04-01 (ext toll class) (default: all extensions all modes class 2)
21-05-01 (toll class to table) (note class 2 above)
21-06-04 (common permit table)

I have yet to try and restrict 911 calls but when I went to class to be certified the instructer told us there was no way to restrict 911 calls. When the processor sees 911 dialed that call is going out no matter what toll class the extension that dialed 911 is in. If no lines are available it will seize a line.

Here in the state of Missouri it is illegal to restrict phones from dialing 911 and I would think all states have the same law if its not a federal law.

I see all manufactures doing this in the near future.
