Greetings- Doing some organizing in our warehouse and came across a box full of some kind of demarc block. Four terminals on each side of a rectangular red dielectric block. Wh/Bl thru Rd/Bl pairs on each terminal with plenty of slack on each pair. The only number I could find on them is P-13171. Sound familiar??

Those sound like unprotected blocks that go inside ready access terminals, Reliable Electric #145B. See page C-4 of THIS DOCUMENT (upper left of page). Is that what you have?

They are rarely used anymore and even then, they are used by telcos for retro-fit use in older aerial terminals. I don't see why you shouldn't list them in the buy/sell category if you want.
There are some members here who work for smaller independent telcos who might have a use for them.
