Three cabinet Elite 192.
When attempting to access an outside line from the PRI, the word "CONGESTION" comes across and they can't access the PRI. Analog trunks work fine.
When somebody is calling in, they get the message "We're sorry, all circuits are busy at this time."
I had them reboot the system; everything then worked fine.
What's the problem here? Phone system or telephone service?
In the past, they received "CO17 Layer 1 Down" errors. But this time that message did not display.

You had T1 down from provider. Was probably at night and Auto Maintanence busied out all T1 chanels. After T1 was restored some how system didn't comeback up by itself and you had to reboot it. I think you have no problem with your phone system.
