Try setting a pause in the voicemail box. In the transfer field put a comma or two after the X, I have seen this work. Also confirm in command 360 that route to route connection is allowed. I also do not think this is a bug!

I had to circumvent a similar problem. I set the PBX to enable 1-hit ringing on forwarded calls CM>15 YY=81, class, 1=Allow.
Then I set the VMS to await ring 10 rings.
This may not be the most efficient way of handling this but it worked for me.
