I have a IPk and cant get 411 restricted system wide. What is the easiet way to do this? Thanks for any help!! I have a PRI installed if that matters at all and 3 fx lines.

It can be done. You need to get friendly with the 'toll restriction' section of the programming manual. It's really not that bad once you dig it apart.
