What program is used to set different ring pattern for each co line?

Ring patterns are system wide. But I think you can assign a ring tone: H..M..L in MB 4-9x. Hope this helps.

Prog 4-55 can assign 1 station to ring CO lines differently from another station, but you cannot set line 1 to ring differently from Line 2 etc...
Transferred calls ring pattern is set in 1-1-13 or 1-1-14... can't remember which one.
